Clarity Act Stalls, Bitcoin’s Next Move Hinges on Macro Data

Bitfire Research says Bitcoin’s pullback to $62,000 reflects stalled regulatory clarity, a hawkish Fed, and security concerns, with macro data now the key catalyst.

Bitcoin faces headwinds from stalled regulatory clarity, hawkish Federal Reserve signals, and security concerns. Here’s Bitfire Research’s latest assessment.

Bitcoin failed to extend its rally last week, sliding from $65,000 to $62,000 – a 2.8% weekly decline. Bitfire Research attributes the pullback to four converging headwinds.

First, the Fed struck a hawkish tone, tightening liquidity conditions and shifting risk appetite. Second, the Clarity Act’s legislative momentum has stalled. The Senate adjourns on August 7, leaving insufficient time for a floor vote, bicameral reconciliation, and presidential signature before the recess. Stablecoin provisions remain bogged down by banking industry opposition and cross-party wrangling; meaningful progress is unlikely before September at the earliest. Spot Bitcoin ETF inflows in July totaled just ~$205 million – the lowest since launch – signaling growing investor caution amid policy uncertainty.

Third, a wallet linked to Trump Media & Technology Group transferred 2,628 BTC (worth ~$165 million) to exchanges on August 1-2. The group described the move as a routine transfer, not a sale. Fourth, a vulnerability in Coldcard hardware wallets led to the theft of approximately 1,367 BTC (~$89 million), compounding already fragile sentiment. The Crypto Fear & Greed Index sits at 27-28, reflecting broad market caution.

Outlook

The Clarity Act delay is largely priced in, but its shadow persists. Regulatory uncertainty continues to keep banks and asset managers on the sidelines regarding digital asset expansion. Spot Bitcoin ETF inflows remain depressed, and institutional capital is increasingly sensitive to the policy vacuum. The absence of a clear regulatory catalyst may weigh on risk appetite and amplify short-term volatility. That said, the SEC and CFTC could accelerate interpretive guidance and innovation exemptions, partially offsetting the legislative void. The medium- to long-term structural trajectory remains intact.

Going forward, bitcoin’s price action will be increasingly driven by macro data. Key events include the U.S. July nonfarm payrolls and unemployment rate (August 7) and the CPI print (August 12). A strong jobs report, falling unemployment, or a hot CPI reading would reinforce the Fed’s hawkish bias, pressuring risk assets including crypto. Conversely, weak data or cooling inflation would ease liquidity concerns, boost risk appetite, and support bitcoin.

On the structural side, on-chain infrastructure and application-layer innovation continue to advance steadily. Multiple valuation models suggest that current bitcoin prices sit in a “high-value accumulation zone.” For investors looking to build positions, a TWAP (Time-Weighted Average Price) strategy or dollar-cost averaging approach is recommended.
